when our words are not backed by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of and the perception of our strategy is not one of partnership, but of passivity. it is time to change course in the middle east. one final thing, carol, on a campaign conference call yesterday romney's foreign policy team talked about some presidents of past they might be shaping their foreign policy principles after. they talked about the presidencies of jfk, truman and even bill clinton. after that first debate when a lot of pundits on the right and the left were sensing that mitt romney might be moving to the middle on domestic policy issues, there might be some of that on foreign policy when we hear this speech later on this morning. >> jim acosta, we'll check back with you. >>> okay. let's take another peek at the obama campaign's preemptive strike. remember, it's called a prebuttal because it's challenging a speech romney will not give for a couple more hours. listen. >> when our u.s. diplomats were attacked in libya, "the new york times"

is shameless self-promoter. >> are you getting defensive? >> you seem defensive. >> that's the next point. career killer. >> this is a problem, too be more diplomatic don't get defensive. >> that makes perfect sense. i predict you might do the third one, mike. making a rash decision. >> yeah. many times things will come out of my mouth but here is the problem. i know it's an inappropriate thing to say but it comes out anyway. that is a rash decision. >> making rash decisions. >> it's always better. there is some reasons happened in my family life. i don't know what it was. i know that if i reacted immediately to it then it would have been bad. i waited like a day and i think i called my parents. i don't know what it was. it ended up being better that i waited. >> that's maturity. >> i know. in my 20's i wouldn't have done that. >> the next one i think is important. do i think this is even better than being a self-promoter the mistake you make is not being assertive. you should be aer assertive. you should speak up for what you want the squeaky wheel gets the worm. i may be mixing them up.

president to admit outloud that he he had no idea what was going on. ignorance is hardly a defense. the fact of the matter is there were over 230 security incidents there in libya. our consulate there in benghazi had been bombed twice. now, where else in the world are you aware of any consulate or embassy having been bombed twice? there were actually al qaeda flags flying above government buildings. when i went to libya last saturday. i was there most of the day, not a single person ever mentioned a video. this administration continues to have a lot of questions that go unanswered. in fact, compounded by the fact that the white house, the vice president, they continue -- they are just not being straight with the american people. they have a lot to answer for. >> congressman chaffets, of course, the statement released by chertoff and hayden is this. >> given what's been announced about the intelligence available before and after the september 11th attack. it is clear this the failure was not on the part of the intelligence community but on the part of the white house decision makers who shoul

romney is a little more of a patriot and will handle foreign affairs and defense much better and i and i will say something hardly anybody says on the air any more. i'm very much prolife and i will always take the prolife candidate. >> shannon: foreign policy. how do you think a president romney would be different, better than president obama? >> i think after a clear terrorist al-qaeda inspired attack on the u.s. consulate that killed a u.s. ambassador he would not blame a filmmaker in cerritos, california. he would blame kade an al-qaede terrorists. i think he would stand up for america. >> shannon: on the issue of prolife. something we do cover a lot at fox, social issues even though there are some republicans who say stay away from it. not a winner for us. >> not a winner for me either. >> shannon: you are always a winner. >> shannon: what do you think it means for voters because there are voters who the social issues are what drive them to the ballot box or keep them home. >> a lot of that is going on. some voters say you are antiwomen because you are not' louing women to have unlim

-stage missile defense system in europe to defend against iranian missiles. but that fourth stage in particular, there is a chance that president obama might rethink, based on his comment in korea. whereas romney seems to be very firmly committed to all four stages. but that's a pretty modest disagreement since they're both going to deploy the first three stages of this system. so, you know, it's a little bit tough to actually translate their apparent big rhetorical disagreement into actual policy differences. >> it will be interesting to hear if it is mentioned tonight and see if there are some nuances that really speak to differences in either campaign or whether or not as you mentioned, maybe it is just rhetoric as could be, definitely, in campaign season. michael, always nice to have you. thank you. >> thanks, jenna. jon: here's something else we hear a lot during campaign season. this one especially, liar, liar. that charge leveled a lot in the race for the white house this time around. does the terrell cross the line? we'll get a fair and balanced debate going just ahead. >>> also the cra
